Waterlogged cities like New York, Hartford and Philadelphia may have to contend with more than 2 inches of rain as a storm system develops near the East Coast. Further south, cities like Washington, Virginia Beach, Raleigh and Charlotte are more likely to face damaging winds, a few tornadoes and hail in some stronger thunderstorms through Tuesday evening.
