Rain and snow will start to develop across the Upper Midwest and Great Lakes Tuesday night and stretch into the Northeast Wednesday before coming to an end Thursday. Gusty winds and blowing snow will reduce visibility and could result in blizzard conditions for some, especially along the North Shore of Minnesota near Duluth.
