The flood threat has increased across the state of Texas as multiple rounds of heavy rain will develop into Thursday. Cities most at risk include Waco, Austin, Houston and San Antonio. Along with the flood threat, a few storms may turn severe with damaging winds, large hail and an isolated tornado possible.
