Typhoon Goni hit the Philippines as the strongest landfalling typhoon on record on Sunday, killing at least 16.

The storm, known locally as storm Rolly, made landfall in the province of Catanduanes early Sunday, and displaced as many as 390,000 people. The storm also knocked out power to 125 cities and towns, according to the Washington Post.

The storm's 16-foot surge destroyed about 13,000 shanties and houses in Catanduanes, and The Philippines Red Cross told the BBC 80 to 90% of the buildings in the town of Virac were damaged.

Photos show major damage in Albay province, where most of the storm's deaths occurred, and Batangas province as well. The heavy rains caused mudflows from Mayon Volcano in Albay, destroying about 150 homes in the town of Guinobatan, according to the AP.

Goni has weakened to a tropical storm and is expected to reach Vietnam on Thursday.
