Winter Storm Uri has been blamed for at least 17 deaths after spreading snow and dangerous ice from eastern Texas into the Ohio Valley and Great Lakes Monday into Tuesday. The storm brought some of the coldest temperatures in decades to parts of the South, as well as power outages that affected several millions of homes and businesses.

More than 3.5 million customers were still without electricity as of 4 p.m. Tuesday, according to poweroutage.us, and some had been without power for more than 24 hours. The outages also shut down water treatment plants, and hundreds of thousands of people were told to boil water before using it.
