Tropical Storm Henri made landfall near Westerly, Rhode Island, early Sunday afternoon, bringing heavy rain, storm surge and strong winds. Henri is the first tropical storm or hurricane to make landfall in Rhode Island since Hurricane Bob in 1991.

The National Hurricane Center clocked maximum sustained winds at landfall at 60 mph.

Heavy rain and flooding began Sunday morning in New York City and parts of New Jersey. The town of Helmetta, New Jersey, saw flash flooding that forced evacuations and water rescues. States of Emergency were declared in New York, Connecticut and Rhode Island, while a local emergency was declared for New York City.

Mandatory evacuations were in effect Saturday and Sunday for some parts of the coastal town of Guilford, Connecticut, as well as the towns of Branford and Madison.

Some flood-prone areas of New Haven, Connecticut, were under recommended evacuation as well and several evacuation shelters were open in the state.

Voluntary evacuations were in effect for some areas of New York ahead of the storm, as well as Rhode Island.

The National Guard was called into Massachusetts, New York and Connecticut to aid with Henri's impacts.

The storm was downgraded from a Category 1 hurricane to a Tropical Storm Sunday morning, but is nevertheless expected to bring heavy rainfall, dangerous storm surge, damaging winds and the likelihood of widespread power outages.
