Nearly two dozen people were killed in major flooding in New Jersey and New York Wednesday night into early Thursday.

Nearly two dozen people were killed when the remnants of Ida brought major flooding to New Jersey and New York Wednesday night into early Thursday.

Abandoned cars litter highways and roads in parts of New Jersey, and many vehicles were overwhelmed by floodwaters. Countless water rescues were performed in New York, New Jersey, Pennsylvania and Maryland through Wednesday and into the night.

New York City Mayor Bill de Blasio issued a state of emergency and issued a travel ban until 5 a.m. Thursday. Videos show New York City's subway system inundated by rushing floodwater overnight.

New Jersey Gov. Phil Murphy declared a state of emergency for the state late Wednesday and warned New Jerseyans to stay off the roads.

The storm also spawned tornadoes which tore roofs off of homes and flattened buildings in southern New Jersey and Pennsylvania.

In Allegheny County, Pennsylvania, at least two school buses were stranded in floodwaters Wednesday morning with children aboard. All bus passengers were safely rescued.

Evacuations were underway on Wednesday for some areas of Pennsylvania as floodwaters threatened communities.

A flash flood emergency was issued until 7 p.m. Wednesday by the National Weather Service for towns and cities immediately below Wilmore Dam on the North Branch Little Conemaugh River, and evacuations were underway in the Wilmore Community in Cambria County, Pennsylvania, Wednesday afternoon.

The lower portion of Summerhill Borough, Pennsylvania was being evacuated on Wednesday as well.

The storm brought flooding to western Virginia earlier in the week, which washed away several trailers in the town of Hurley. Hundreds of people were evacuated from the affected area, and about 50 had to be rescued, the Associated Press reported.
