Flood watches are in effect across the Northeast and mid-Atlantic stretching from Massachusetts to Virginia, including places like Hartford, New York City, Philadelphia, Baltimore, DC and Richmond. Slow-moving storms could produce rainfall rates up to 3 inches per hour, so have a way to get warnings and never drive through floodwaters. These storms could also have a severe component and may contain damaging wind gusts in addition to the heavy rain. The flood threat will continue on Tuesday across the mid-Atlantic.
