The National Weather Service issued a flash flood emergency across parts of the Texas Hill Country and areas just to the north early in the morning on July Fourth. Widespread, heavy rain has swamped neighborhoods in San Angelo and south-central Kerr County, where the Guadalupe River rose nearly 28 feet in just one hour. 23 to 25 young girls are still missing from a sleepaway camp and the death toll has risen to 24.
