...FLASH FLOOD EMERGENCY FOR NORTHERN OAHU... The National Weather Service in Honolulu has extended the Flash Flood Warning for... The island of Oahu in Honolulu County Until 1100 AM HST. At 743 AM HST, emergency management reported widespread life-threatening flash flooding effects continuing across northern Oahu, particularly in the Haleiwa and Waialua areas. Although rainfall rates have temporarily decreased, significant runoff continues to produce high water levels, including the Wahiawa Reservoir which continues to rise. Additional bands of heavy rainfall moving in from the southwest will continue over the area throughout the day, which could lead to renewed rises in water levels and worsening flooding conditions. The Wahiawa Reservoir (Lake Wilson) remains elevated, with water levels continuing to rise from runoff, despite a break in the heavy rainfall. Additional rises in this reservoir could further exacerbate downstream flooding along the streams, particularly near Otake Camp in Waialua. For the windward side of Oahu, periods of heavy showers will continue to develop and move through, with rainfall rates of 1 to 2 inches per hour. Water levels in the streams remain high, especially in the Waiahole, Waikane, and Kahana streams. Runoff impacting vulnerable low lying areas and roads will continue through the morning hours. This is a FLASH FLOOD EMERGENCY for Northern Oahu. This is a PARTICULARLY DANGEROUS SITUATION. SEEK HIGHER GROUND NOW! HAZARD...Heavy rain producing life threatening flash flooding. SOURCE...Stream Gauges. IMPACT...Severe flooding in drainages, streams, rivers, roads, properties, and other low lying areas. Numerous public road closures expected, as well as landslides in steep terrain. Significant property damage expected to homes and other properties in low lying areas. Some locations that will experience flash flooding include... northern half of Oahu, along and north of a line from Waianae Valley to Mililani Mauka to Waiahole. PRECAUTIONARY/PREPAREDNESS ACTIONS... Move to higher ground now! This is an extremely dangerous and life-threatening situation. Do not attempt to travel unless you are fleeing an area subject to flooding or under an evacuation order. Stay away from streams, rivers, drainage ditches, and culverts, even if they are currently dry. The heavy rains may cause rock and mudslides in steep terrain areas. This warning may need to be extended beyond 1100 AM HST if flooding; persists.; FLASH FLOOD...GAUGE INDICATED; FLASH FLOOD DAMAGE THREAT...CATASTROPHIC

At 822 AM HST, local law enforcement reported the imminent failure of Wahiawa Dam. HAZARD...Flash flooding from the imminent failure of Wahiawa Dam. SOURCE...Emergency management. IMPACT...Flooding of areas downstream from the Wahiawa Dam along the Kaukonahua Stream. The nearest downstream area from the dam is Waialua, Haleiwa, and Kaukonahua Stream. This includes the following streams and drainages... Kaukonahua Stm- Wahiawa, Waialua Town, Anahulu R- Haleiwa, Kaukonahua Stm- Schofield, Kaukonahua Stm- Waialua, Mohiakea Gul, Poamoho Stm- Kaukonahua Hwy, Kaukonahua Stm- N Fork Wahiawa, Helemano/Opaeula Stm- Haleiwa, Poamoho Stm- Dole Fields and Kiikii Stm- Waialua. ...FLOOD ADVISORY REMAINS IN EFFECT UNTIL 11 AM HST THIS MORNING FOR THE ISLAND OF OAHU IN HONOLULU COUNTY... WHAT...Flooding caused by excessive rainfall continues. WHERE...The island of Oahu in Honolulu County. WHEN...Until 1100 AM HST. IMPACTS...Minor flooding on roads, poor drainage areas, and in streams. Ponding of water in urban or other areas is occurring or is imminent. Rapid rises in storm water channels and drainage ditches are possible. ADDITIONAL DETAILS... - At 930 AM HST, radar indicated another area of heavy rain moving onshore between Pearl Harbor and Hawaii Kai. Rain was falling at a rate of 1 to 2 inches per hour. This area of rain will pass over the east half of Oahu over the next hour or so. Additional areas of heavy rain are possible through the day. - Some locations that will experience flooding include... Honolulu, Waipio, Moanalua, Halawa, Salt Lake, Aiea, Kalihi, Pearl City, Ahuimanu, Iroquois Point, Manoa, Kahaluu, Kaneohe, Waiahole, Waipahu, Waikele, Palolo, Maunawili, Waikane and Ewa Beach. IMPACTS...Significant flooding may occur due to the overflow of streams and drainages. Roads in several areas may be closed, along with property damage in urban or low lying spots due to runoff. Landslides may also occur in areas with steep terrain. ADDITIONAL DETAILS... - A kona low developing west of the islands will draw abundant moisture northward as it strengthens and eventually departs to north early next week. Several rounds of moderate to heavy rainfall and thunderstorms are expected. The heaviest rain is expected to last through Saturday, except for the Big Island where the heaviest rain is expected on Sunday. PRECAUTIONARY/PREPAREDNESS ACTIONS... You should monitor later forecasts and be prepared to take action should Flash Flood Warnings be issued.
